Council Decision and Construction Timing
In early 2021 Council’s Asset Management Committee resolved:
That further consultation be undertaken with property owners and occupiers adjacent the S-bend in Stanley Street regarding possible design options which improve road safety and retain some on-street parking and that the community be informed of the outcomes of this consultation prior to any changes being made.
Following this, we investigated whether it would be possible to retain some parking on the S-bend alongside the pavement bar treatment that we previously consulted on. The investigation found that there was insufficient width in the road to accommodate this request.
Initial discussions with some property owners and occupiers adjacent the S‐bend in Stanley Street regarding this design solution were positive, however, due to feedback from residents within the wider engagement catchment that this solution would not be accepted, and a second stage of community consultation was undertaken which occurred in September 2021.
A Community Engagement report details all the feedback received.
A report was submitted to the Asset Management Committee at their 18 October 2021 meeting, with the following motion unanimously passed:
1. That the report be received and noted.
2. That Council note that staff have investigated an alternative option for the S‐ bend which improves road safety and retains some on‐street car parking.
3. That Council notes the results of Stages 1 and 2 of community engagement, undertaken in February/March 2021, and September 2021, seeking community feedback on various treatment options for the S‐bend in Stanley Street, Woodville.
4. That the pavement bar treatment option presented in Appendix A for the S‐bend in Stanley Street, Woodville be endorsed and implemented.
5. That the head petitioner and residents within the community engagement catchment area be notified of Council's decision.

Construction timing
The construction of the pavement bar at the S Bend will occur prior to April 2022, with our Field Services team undertaking this work.
Previous Consultation
In May this year, we wrote to you to advise that at the meeting of Council’s Asset Management Committee (AM 4.23) on 19 April 2021, the committee resolved:
That further consultation be undertaken with property owners and occupiers adjacent the S-bend in Stanley Street regarding possible design options which improve road safety and retain some on-street parking and that the community be informed of the outcomes of this consultation prior to any changes being made.
Following this, we investigated whether it would be possible to retain some parking on the S-bend alongside the pavement bar treatment that we previously consulted on. The investigation found that there was insufficient width in the road to accommodate this request.
We have therefore developed an alternative design option using line marking which allows two opposing vehicles to move through the S-bend while retaining some on-street parking. A copy of this alternate design option is enclosed.
Since this time, Council has received a second petition in relation to Stanley Street, requesting that there be no parking provided on either side of the street on the S-bend, and seeking to have the pavement bar treatment as previously consulted on installed.

Line Marking Treatment (new option)
Line marking a solid centerline and designated parking bays means on-street parking can be provided in safe locations that do not obstruct vehicle travel paths or drivers line of sight. Reflective pavement markers can be added to deter drivers crossing the centerline. This option would still allow two vehicles to move through S-bend unimpeded.
Pavement Bar Treatment (option previously consulted on)
A pavement bar treatment creates a physical barrier to prevent vehicles from crossing the middle of the road. Pavement bars are painted where there are adjacent driveways to allow vehicles to access from either side of the road.
his option removes all parking adjacent the treatment. Slightly wider travel lanes can be provided under this option which reduces the chance of conflict between two opposing vehicles, however the wider travel lanes and absence of parking may also result in higher vehicle speeds.
Future Traffic Calming Devices
We are currently developing a ‘Speed Management Strategy’ which will outline how streets within 40km/h Areas with a low level of compliance to the speed limit should be treated. This strategy will be presented to Council’s Asset Management Committee in the coming months, along with a proposed program for traffic control devices.
