The final consultation outcomes report was presented to the Asset Management Committee on Tuesday 19 April 2022.
The following motion was endorsed by Council on Tuesday 26 April 2022:
4.23 PROPOSED COMMUNITY GARDEN ‐ ST CLAIR ‐ CONSULTATION OUTCOMES
Motion:
1. That the report be received and noted.
2. That a Community Garden be established on Actil Avenue, St Clair.
We will now work with the community to establish the community garden in St Clair and will be in touch shortly with everyone that indicated that they would like to be involved with the garden.
SA Water have commenced works on the site to the building and are expected to be completed by 30 June 2022.If you have any questions about these works, please contact SA Water on 1300 SA WATER (1300 729 283).
Project Background
A petition was received from members of the St Clair community in January 2020 requesting the establishment of a Community Garden in the St Clair development, however, the outcome of the public consultation process was that the Community Garden not proceed in Crompton Reserve, St Clair.
At this time a review of all open space within the St Clair development area was undertaken and unfortunately, no alternative sites within the St Clair development could be identified as suitable for the development of a community garden. While there is a significant amount of open space within St Clair, much of it is utilised for sporting or recreational pursuits; forms part of the wetland system; the parcels of land are not large enough to accommodate a Community Garden; or is not Council owned property.
There have been continued requests for a Community Garden in St Clair and, as a result of collaborative works with SA Water, a 1243m2 parcel of land, has been identified to accommodate a Community Garden within the St Clair Development.
There are a number of existing features that will benefit the community garden and represent opportunity for reuse and recycling:
- Existing building
- Toilet
- Water Meter
A budget bid for 2022/23 has been approved by Council’s Executive which will require Council endorsement later this year, this allow construction of the basic requirements for the establishment of the garden (pending the outcome of this consultation process):
- Roof existing building
- Fencing
- Water Tank
- Irrigation/Taps/Double Check Valve
- Free Standing Pergola
- Storage/Compost Bays
COMMUNITY CONSULTATION
There are two consultation steps required before the community garden can be implemented.
- The Community Land Management Plan (CLMP) for the St Clair Greenway is required to be amended to allow for the operation and construction of a community garden.
- Consultation for the establishment of the community garden itself in St Clair
As part of this process we will be on site to discuss any ideas, comments or concerns with the local community as detailed below:

We are consulting on the CLMP in conjunction with the community garden, you can also provide your feedback for the CLMP here.
Following and pending the outcome of this consultation period, the result will be communicated back to the community and if the proposal is supported, the development of the garden will commence soon after.

The final consultation outcomes report will now be presented to the Asset Management Committee on Tuesday 19 April 2022.
The Asset Management Committee Agenda and report will be available for viewing after 4:00pm on Thursday 14 April 2022.
Any persons wanting to make a deputation will be required to have submitted their deputation request to Council by 10:00am on Tuesday 19 April 2022.
