New, Seaton reserve to be named
"Karra Reserve"
We’re pleased to advise that the new reserve in Seaton to be constructed and vested to Council as part of the Renewal SA redevelopment in Seaton, between Matthews Avenue and Glenburnie Street (view the location/subdivision plan), has recently been named. This follows consultation with community and a decision of the Asset Management Committee of 15 May 2023, Item 4.34.
At its meeting of 22 May, the Council endorsed the decision of the Asset Management Committee to name the new reserve "Karra Reserve". The reserve will run adjacent to the new road to be constructed – Karra Avenue. “Karra” is Kaurna language for River Redgum, in recognition of the significant River Redgum tree required to be retained in this development and which will feature in the reserve.
This naming follows our Reserve Naming Policy guideline where reserve names shall ‘relate to the prominent adjoining street…, except where a request to name the reserve has specifically been received’.
You can view the outcomes of community engagement below, and view the initial naming proposal, background and consultation process, here.
Following construction and handover of the reserve to the
City of Charles Sturt, a reserve name sign will be placed on the reserve
identifying it as ‘Karra Reserve’.
Purpose of engaging with you
We engaged with the community from 9am Monday, 6 March 2023 to 5pm Monday, 27 March 2023 on a naming request for a new reserve in Seaton to be named “Karra Reserve”.
The purpose of this engagement was to:
- Inform the community about the new reserve to be constructed by Renewal SA and handed over to Council, and of the naming request made by Renewal SA for the new reserve.
- Understand if the community supports the requested name, being “Kara Reserve”, and invite any comment on the proposed name or what the naming of the reserve might mean to the public.
- Obtain information to be considered by Council when determining how the project will proceed.
Community sentiment on the proposed name
Over the period of open consultation, we distributed 247 flyers to the surrounding area, had temporary signs on the fencing surrounding the development and shared the online consultation page with the public. We had 138 visitors to the consultation page and we received 23 responses and submissions to the online engagement tools.
Of the 23 responses, 21 were unique (did not submit the same sentiment in different feedback forms) with 11 individuals in support of the proposed name, 7 not in support of the proposed name, 2 who didn't mind what the reserve was called, and 1 response where the sentiment was indeterminate.
What you told us
Key themes in the open, community comments about the proposed reserve name included:
- Using the significant tree as naming inspiration and as an opportunity to embed Kaurna language into community was valued, and that a Kaurna name will strengthen young people’s connection to country and language.
- Respect for a Kaurna name, but that either the street or the reserve, only, be named “Karra” but not both.
- That an alternative reserve name should be considered that recognises an individual who has made a significant or valuable contribution to the community and/or the welfare of this City.
- A Kaurna name wasn't supported for cultural or preferential reasons.
- Objection to the construction of the reserve where residential housing could be built.
You can view the staff responses to the comments received during the engagement period in Appendix A of the Community Engagement Report, available in the Document Library (top right of this page).
