Deferred Report Outcomes
Following the Council meeting held on Monday 24 January 2022, the following motion was endorsed and the item has now been deferred to the Council meeting on Monday 14 February 2022.
The Council Agenda for this meeting will be available for viewing after 4:00pm on Thursday 10 February 2022.
Motion
- That the results of the Community Engagement for additional trees within the turf area at Henley Square as outlined in Appendix D, be noted.
- That Council acknowledges the strong community feedback for additional trees at Henley Square.
- That the decision to prepare a budget bid for additional trees at Henley Square is deferred until Monday 14th February 2022, enabling staff further time to provide clarity to both Semaphore Park and Henley Ward Councillors around the extent of the trees to be relocated, along with the proposed Tree Replacement Strategy for Pt Malcolm Reserve.
- That the outcomes of these discussions are included within the revised report which will be presented back to Council on the 14 February 2022.
Project Update - Report to Council Deferred to 24 January 2022
The final consultation outcomes report will now be tabled to Council on Monday 24 January 2022 commencing 7:00pm.
The Council Agenda and report will be available for viewing after 4:00pm on Thursday 20 January 2022.

Project Background
An Elected Member budget bid was endorsed in 2020/2021, to investigate options to provide additional shade over the turf area at Henley Square. A range of options have been contemplated including low cost, low impact personal shade, temporary retractable shade and permanent structures. In contemplating the options, consideration was given to the existing amenity and the impact on coastal views for the Henley Square traders and the general public. Other considerations include the extent of shade protection provided, operational complexity, safety, coastal weather extremes, security, initial capital costs and ongoing operational costs. Council resolved on 27 April 2021 Item 6.36 to implement low cost temporary shade within the square which is now being implemented and will be ready for use in December 2021.
The Council resolution also included that a further report is brought back to Council to consider possible locations within Henley Square for additional trees. The report, is also to provide detail on the possible species of trees, along with costs implications for their planting and on‐going maintenance.
A report was presented to Council on Monday 11 October, 2021 for preferred tree species and three different shade options. We are now undertaking consultation for the possibility of additional trees within Henley Square and preferred locations. Consultation will close on Thursday 18 November 2021.
Tree Species
Troppo Architects and TCL were engaged to investigate the most suitable tree species for the environmental conditions, existing landscape and tree locations throughout the square.
The Norfolk Island Pine has been selected as the best suitable for the project for several reasons:
- Perform well in costal environments
- Able to survive a highly saline environment and strong maritime winds
- Their habit provides shade and, structure allows winds to diffuse though them
- Will align with the existing Norfolk Island Pines located to the south of Henley Square outside the Surf Life Saving Club and carpark facilities as well as the 4 pines planted around the central square water feature
Shade Options
There are three (3) different options for the recommended tree planting locations and that the trees be placed 12‑15 metres apart from their centres, which is in keeping with the spacing of Norfolk Pines through the Southern Carpark at Henley Square.
