Community Feedback Summary

Below is a summary of feedback received in September-October 2024.

Following consideration of community feedback, a report has been prepared for Council consideration on Monday 9 December 2024. The Your Neighbourhood Plan Report for West Hindmarsh, Welland and Hindmarsh identifies community prioritised projects proposed for the neighbourhood. Subject to funding, a number of short term and long term projects have been identified:

  • Barrpowell Open Space - Develop a Concept Design and further engagement with directly affected landholders.
  • Wallman Reserve - Develop Concept Design Options and further community engagement.
  • Green the Neighbourhood and improve Local Amenity.
  • Support Local Business by continuing to fund Business Support Grants.
  • Upgrade River Park Reserve including upgrade of the playground, furniture, fencing and landscaping.
  • Upgrade McDonnell Avenue for walking and cycling to local destinations through pavement treatment and intersection narrowing.

For more detail refer to the Monday 9 December 2024 Council Agenda.

In addition to the Your Neighbourhood Plan for West Hindmarsh, Welland and Hindmarsh, we are scheduled to renew some play structures at several playgrounds in the Council area, and one of these playgrounds is at River Park Reserve, Allenby Gardens. We will be replacing two swing sets and the existing play structure/fort but keeping the standing rope and basket swings. Community feedback gathered during the Your Neighbourhood Plan consultation about River Park Reserve will be considered with the community feedback received for the playground renewal project.

A playground renewal is the replacement of an existing playground with like-for-like equipment or equipment of a similar 'play value' to what’s already there. The replacement of playground equipment is scheduled to occur between July 2025 and June 2026.

If you would like to provide further feedback about the River Park Reserve playground share your play preferences using the online feedback form on our Playground Renewal project page by 2 February 2025.

Your Neighbourhood Plan - Project Background

Below is information we shared with our community during the community consultation phase in September and October 2024.

Pick the projects for your neighbourhood

To meet the needs of our community now and into the future we are preparing a neighbourhood plan for the suburbs of West Hindmarsh, Welland and Hindmarsh, located south of Grange Road and Manton Street.

A catalyst for this neighbourhood plan is the proposed Torrens to Darlington (T2D) Project as the North-South Motorway impacts Langman Reserve, West Hindmarsh. We also see opportunities to create new open space at the end of Barrpowell Road, increase tree canopy cover, and support our local business community.

We need your feedback and ideas to help us plan your neighbourhood, and understand what is important to you.

Your neighbourhood

We want to work with you to make your neighbourhood safe, attractive, and a great place. Here are six ingredients that help create a great neighbourhood.

Nine project ideas for your neighbourhood

Nine projects have been suggested for your neighbourhood and we are inviting you to tell us which are important to you. These projects aim to improve liveability for residents and support our local business community. Click on the dots on the map to read about each project idea. Below the map look for a link to read more information about the 9 projects.

Study area bounded by Grange Road, Manton Street, River Torrens, and Frederick Street, Welland.

Survey responses received so far

We have taken a peek at the 124 responses received so far (up until Monday 28 October 2024) and this is what our community are telling us. If you haven't completed your survey yet you have until 31 October. Thank you to everyone who has contributed so far. We have received some great feedback and ideas. We will provide further updates over the next few weeks, and a final summary after consultation closes.

What will happen next?

Once we have heard back from you, we will look at all the community feedback we have received and refine the various project ideas for the neighbourhood. Then we will then finalise the West Hindmarsh, Welland and Hindmarsh Your Neighbourhood Plan and provide this plan to Council for endorsement so that we can begin to design and deliver agreed projects.

Our plan will be to start with high priority projects and find funds to deliver these over the next few years. Where possible we will seek grant funding from State government and other sources. Lower priority projects may take longer to deliver, and/or added to our schedule for open space, greening, road and footpath upgrades planned in this neighbourhood.
