About West Beach Surf Life Saving Club

West Beach Surf Life Saving Club (WBSLSC, the Club), located at 652 Seaview Road, West Beach, is dedicated to providing a service to the people of its community and to all others that use the beach. The Club has been providing volunteer surf life saving patrols since 1956 and proudly affiliate with Surf Life Saving Australia as part of the largest volunteer organisation in Australia.

WBSLSC is one of four surf life saving clubs situated within the City of Charles Sturt and is the final club in the city to have its premises/clubrooms upgraded.

Why are we consulting on a new licence?

The previous licence between WBSLSC and the City of Charles Sturt was for a 5-year + optional 5-year term commencing 1 January 2011. The optional 5-year renewal term expired 31 December 2020. A 'holding over' clause within the existing licence was triggered as of 1 January 2021 and has been in effect to date given the demolition of their existing Clubroom and construction of a new facility is imminent. With the construction of the new clubrooms nearing completion, the Club has applied for a 15-year licence for their new premises at 652 Seaview Road, West Beach to commence 1 December 2023, or upon completion of the building.

As this licence request is for a period greater than 5 years, we must consult with the public on the term of the licence in accordance with Section 202 of the Local Government Act 1999 and our Public Consultation Policy.

What were the outcomes of consultation?

Community engagement was open from 4 October to 25 October 2023. During that time, we had 140 visitors to the online Your Say Charles Sturt project page during the period of open engagement.
  • Concerns raised

    > Licence inclusions
    The Licence allows the Club to run emergency services on the foreshore, and to use the building, including for games, recreation, administration, social functions and community activities acceptable to Council.

    > Noise
    We don't prescribe hours of operation to licensees. Noise should be kept at a reasonable level to minimise local disruption and meet legislative requirements. If issues arise, we will address them with the licensee on the community's behalf.
